ESnet Collaboration Service Acceptable Use Policy


The User authorization process and Acceptable Use Policy currently in use by ECS is being reviewed and your future access and rights may be affected. These possible changes are in response to work with DOE policy and procedures.

SCOPE:

The purpose of this document is to convey the Acceptable Use Policy (AUP) regarding utilization of the Energy Sciences Network (ESnet) Collaboration Service (ECS). This policy is subordinate to all applicable U.S. government laws, as well as Department of Energy (DOE) orders.

GENERAL GUIDELINE:

The ESnet ECS is a multi-way digital collaboration service/resource program managed and funded by the Department of Energy (DOE), Office of Science (OS) for the explicit purpose of supporting its scientific research programs. In general, usage in support of the DOE/OS mission, or as authorized by arrangement with DOE/OS, is considered acceptable. Any restriction of use, contained within this Acceptable Use Policy (AUP), is intended to protect this OS resource for its intended use and for which funding is appropriated.

ACCEPTABLE USE EXAMPLES

 Acceptable use of the ESnet ECS includes:

  • Official communication among Office of Science (OS) funded principal investigators and their collaborators, regardless of location.
  • Approved usages for the purpose of conducting OS funded and/or approved research and education activities.
  • Any digital collaborations that either originates or terminates within an approved ESnet site and that is also compliant with the other rules and regulations of this (AUP).

Approved use of the ESnet ECS, as set forth in MOUs or other agreements / contracts with OS, for:

  • Virtual collaborations among OS investigators and their collaborators of facilities for use between or among other organizations.
  • Communications services between all OS contractors and their subcontractors for the purpose of conducting business in direct support of OS programs.
  • General scientific and administrative information communication concerning any DOE/OS programs and/or other DOE programs.
  • Communications concerning any professional associations, government/university committees, and/or individuals associated with the facilitation of DOE scientific research and education.
  • Discussions with vendors regarding their commercial products or services of use to the OS community, where the researcher has specifically requested information.
  • Incidental communications among OS researchers and their colleagues which contribute to their work or facilitate professional development, currency on issues, or debate in a work related field of knowledge.

 UNACCEPTABLE USE EXAMPLES

 Unacceptable use of ESnet ECS includes:

  • Personal or business use not related to the conduct of work on behalf of OS or another organization as set forth in agreements or contracts with OS.
  • Lobbying Congress or the Administrative branch for purposes of supporting or not supporting various issues, programs, or projects.
  • Use of ESnet ECS to gain unlawful access to, information, communications; or resources. o
  • Transmission of material, in violation of applicable copyright laws or patents.
  • Failing to use the ESnet ECS in the manner outlined in the "ECS Management Practices", Appendix C of the "ECS Community Scheduling Model".

RESPONSIBILITIES:

 The ECS Community Scheduling Model defines the roles of the user community. The Conference Requester (CR), who sets up the conference has the primary responsibility for insuring the conference is used for appropriate purposes.

The Room Coordinator (RC) at the user sites is responsible for insuring individual site use. Use of the password provided by ESnet ECS management to set up or participate in collaborations constitutes acceptance of the provisions of this ESnet Acceptable Use Policy.

NON-USA SITES

The purpose of providing a room password to non-USA sites is to allow them the ability to modify their room profiles and to reserve their rooms in point-to-point conferences. Non-USA sites may reserve multi-way conferences as long as at least one domestic (USA) site is participating, and they have prior agreement with the domestic (USA) site(s) to reserve their rooms. Multi-way conferences which require the use of the ESnet ECS MCU, but do not involve any domestic (USA) sites, is in violation of ESnet's ECS policy.

ENFORCEMENT AND VIOLATIONS

 The ESnet Steering Committee (ESSC), or their appointees, will review alleged violations of the ESnet ECS Acceptable Use Policy on a case-by-case basis. Clear violations of the policy which are not promptly remedied by the offending member organization may result in suspension or cancelling of scheduling and attendance privileges. Depending on the nature of the offense, action may also include referral of a case to appropriate authorities for civil or criminal prosecution.

MODIFICATIONS
